Interpreter Access Case: RPD Failure to Provide ASL Interpreter to Deaf Motorist

A Deaf motorist in Rochester attempted to communicate using signing, writing, and diagrams after a traffic collision.
The responding RPD officer did not provide an interpreter, relied on the driver’s hearing daughter for communication, and internal review later cleared the officers despite clear contradictions with RPD General Order 517 and ADA Title II requirements.
